Inspection by the Director of Land Records and Survey,
Bihar and Orissa, 11. In the course of the operation Mr.
P.W.Murphy, I.C.S., Director of Land Re Cords and Surveys,
Bihar and Orissa, visited Puri on the 20th January,1919 .
Unit of Survey. 12. In the beginning of the operation
Municipality was opposed to making the ward the unit of
Survey.The only argument which the Municipality put forward
was that when the town was cadastrally surveyed in the year
1889 -90, the Survey Department adopted as their unit of
Survey, the sahi or village and that the adoption of any
other unit of survey would upset the records prepared during
the last settlement. There were however many good reasons
for making the ward the unit of survey the chief being that
it is already the unit of municipal administration,The
village boundaries moreover have in places been forgotten
and some portions of the town are not included in any reco-
gnized sahi . Eventually the Municipality in their letter
No.276, dated the ^th June, 1913, accepted the proposal to
make the ward the unit of Survey.
Survey of boundaries . 13. When the operation began
extraordinary difficulty was experienced in finding out the
limits of the Municipality, as the Municipal authorities
had no notion how the Municipal boundaries ran. They were
unaware that the boundary had been revised in 1889 and were
surprised when their attention was drawn to a large block
included within the Municipality which had altogether
