LI. The collectors are generally empowered to require the personal Collector empower-

pensably necessary for the purpose of any authorized public inquiry, or to
enable them to perform any part of their public duty, under the regula-
tions or instructions of the Governor-General in Council or Board of
Revenue. But a collector shall not cause the personal attendance of any But not to require
