the appearance of persons charged with acts of a criminal nature, who
may abscond or otherwise evade the processes issued against them, expe-
rience has shown the necessity of a provision for these cases, both to main-
tain the just authority of the magistrates and police-ofhcers, and to pre-
vent any evasion of their processes by Right, concealment, or otherwise.
Prosecutions instituted under Regulation XXXV. 1803, against tehseel-
dars and landholders whose estates are huzzoory tehseel, to recover losses
by theft or robbery, and by tehseeldars and huzzoory tehseel landholders
against the landholders and farmers for indemnification, having been held
to be cognizable in the magistrate's court, it has been judged expedient
that such prosecutions should in future be hied and decided in the Courts
of civil jurisdiction. It has also been deemed necessary to obviate any
doubt whether tehseeldars of places held khaum are to be held answer-
able for losses by robbery and theft, and to amend certain parts of Regu-
lation VI. 1803. It has further been judged expedient to adopt mea-
sures for preventing the illegal practice of sitting dhurna; and for putting
a stop to the inhuman custom, hitherto prevalent among the tribe of
Raujekoomars in some parts of the ceded provinces, of causing their
female infants to be starved to death. The Governor-General in Council
has therefore enacted the following rules, to be considered in force from
the period of their promulgation.
