REGULATION XXVII.

so paid. The peons are immediately to deliver these receipts into the
dufter or office of the tehseeldar, who on the twentieth of every succeeding
month is to forward an attested list of them to the collector, carrying the
surplus collections on this account to the credit of Government. The
collector is to cause the list to be examined and to he checked by the
attested list of the dustucks issued, which he will have previously received
from the canongoes, and to have entered monthly in the treasury accounts
the neat realized amount of such tullubana. 7

VI. The tehseeldars are declared liable to be removed from their offices
by the collector, with the sanction of the Board of Revenue, and to be
prosecuted on the ground of their engagements, either during the course
or at the end of the year.
VII. The kists or instalments of each month receivable from the tehC
seeldars and the huzzoory malguzars, are to be paid between the first and the
seventh of each succeeding month: and for all arrears not then paid, the
collector, at his discretion, on a consideration of the credit and responsi-
bility of the parties, is either to issue his dustuck, or to send only a
written notice by letter, or a verbal intimation through the vakeels of the
parties (who are always to be in attendance at the cutcherry) to pay in
their kists. But to those who shall not have paid the amount due from
them by the fourteenth of the month, the collector shall issue dustucks,
under his seal and signature, %736? on the
fifteenth of the month, and the peons serving such dustucks shall be
directed to bring the party or parties to whom they are addressed, without
delay, to the collector's cutcherry; and also from the date of their dustuck
to levy tullubana, at the rate of two annas per day, until the kist be dis-
charged, or until the dustuck be withdrawn, as hereafter provided for.
Such dustucks, and all other summonses of the collector, are to be served
by the badge peons on his establishment of public officers hired at monthly
wages. In cases, however, of unavoidable necessity, the collector is per-
mitted to employ muzcoory peons. And on particular occasions, when
from the distance of situation, the necessity for despatch, or other cause,
the collector shall deem it proper, instead of a peon, to employ a Norse-
man (sowar) in the serving of any written demand for revenue, the tullu-
bana to be collected by the horseman shall be at the fixed rate of four
annas per day, until the demand specified in the dustuck be liquidated.
But no sowars are to be employed by the collector in the serving of dus-
tucks, excepting those who form part of his public establishment and are
entertained on monthly wages. All persons, whether employed on
monthly wages or those termed muzcoory, and also sowars, are to give
security not to exact or receive, under any pretence, any sum or sums, or
to accept of any subsistence for themselves or their horses, from any per-
son or persons to whom they may be thus sent to demand payment of
revenue, under the penalty of being made to refund double the amount,
either by the collector, on such exaction or receipt coming to his know-
ledge, or in case of their being afterwards prosecuted on this account in
the Zillah Courts.
