In preparing the estimates mentioned in the preceding clause,
the collectors shall be at liberty to require the assistance of any person
employed, with the sanction of Government, in the execution of the
repair of the embankments, whether such person shall be an engineer
officer or otherwise; and also the assistance of any of the subordi-
nate officers employed under such person in the repair of the em-
bankments.
^02/7'^. When the estimates shall have been so prepared, a meeting of
the 007777722^66 shall be summoned, under the signature of the secretary, at
the station of the magistrate and collector, for the purpose of taking the
estimates into consideration, together with any other points connected
with the duty intrusted to them by this Regulation, which may be pro-
posed by any member of the committee; and such meeting shall not, on
any account, be postponed beyond the expiration of the month of De-
cember in each year.
W2/M. When the estimates shall have been approved by the 007727722^60,
they shall be forwarded to the secretary to Government in the revenue
department, for the consideration of the Governor-General in Council,
accompanied with any suggestions which may appear to the oo772772 2 2'2!oo to
be necessary or proper, with the view of preserving the embankments in
an efficient and complete state of repair.
Should any member be unable to attend the annual meeting of
the 007727722^00, he shall state the reasons of his absence to the secretary to
the 002227722^00; and the C077277222I2I00 shall forward a copy of the letter of
such absentee to the GoverAor-General in Council, together with their
report upon the estimates, for his information.
VI. It shall likewise be the duty of the collectors, aided by the officers,
both European and native, who may be employed in the execution of the
repair of the embankments, to prepare the accounts of the actual expense
incurred in each year on that account; unless it should appear to the
Governor-General in Council to be preferable, in any instance, to commit
this duty to any other member of the O077277222l2'o6, in which case the annual
accounts, and the annual estimates mentioned in Section V. of this Regu-
lation, shall be prepared by such person as the Governor-General in
Council may direct.
VII. The accounts shall be taken into consideration by the 007727222^00,
either at the annual meeting above prescribed, or at a special meeting con-
vened for that purpose, or in circulation, as may be most convenient.
VIII. As soon as the accounts of the actual expenditure in each year
shall have received the approbation of the 002727722^00, they shall be
foywarded to the civil auditor, who will submit them, with any observa-
tions which he may deem necessary, to the Governor-General in Council
for his final orders.
