I. WHEREAS doubts laving* arisen whether the rules prescribed in Re-
gulation X. 1813, are applicable to the retail of spirits imported by sea,
or manufactured in this country at distilleries worked according to the
European process, it is advisable that such doubts should be removed:
and whereas it is also deemed expedient to make certain alterations in the
rules at present in force respecting the manufacture and sale of spirituous
liquors and intoxicating drugs: and whereas the existing provisions for
the security of the revenue derived from the exclusive manufacture and
saie of opium, and for the realization of the custom duty chargeable on
foreign opium imported by sea, have been found insufficient; the following
rules have been passed, and are to be in force from the date of their pro-
mulgation throughout the territories immediately dependent on the pre-
sidency of Fort William.
II. WAw/. It is hereby declared and enacted, that the retail sale of
spirituous liquors, whether imported by sea or land, or manufactured in
this country, by whatever process, except under licenses from a collector,
or assistant collector, or other officer duly authorized to grant such license,
is and shall be considered to be illegal, and the rules of the existing Re-
gulations, whereby certain penalties are prescribed for the illicit sale and
manufacture of spirituous liquors, shall be held to be equally applicable to
all descriptions of spirits, unless otherwise specially provided. In like
manner the retail sale of wines, or fermented liquors of any description,
except under license, is hereby prohibited, under pain of the same penal-
ties as are prescribed for the illicit sale of spirituous liquors.
Nd677777/. Persons not being British-born subjects shall not construct or
work a distillery, of whatever description, within the said territories, nor
sell within the same, spirits or wines of any kind, whether imported by sea

North-Western Provinces are empowered to appoint " Commissioners of Abkarry Revenue,"
who are to possess, within the districts assigned to them, " the powers, authority, and juris-
diction vested in Commissioners of the Land Revenue in all matters appertaining to Abkarry
Revenue." By Sec. ii. of the same Act, the said Governors are also empowered to appoint
" Superintendents of the Abkarry Revenue," who, under the orders of the commissioners, are
to " exercise all the powers of collectors in regard to this revenue, excepting the adjudication
of cases of contravention of the laws;" but by Sec. iii. provision is made for the granting to
them specially the power of adjudicating such cases within certain limits.
The powers of the Board of Customs, Salt, and Opium have, by Act XLIV. 1850, been
transferred to the Board of Revenue. The general control of the Abkarry Revenue in the
North-Western Provinces is provided for by Sec. iv. Reg. 1. 1829, and Reg. X. 1831; see,
also, Reg. 1. 1833.
