VI. Such parts of Section XII. Regulation XXV. 1803, and of
Ciause First, Section II. Regulation VIII. 1825, as have been construed
to prohibit collectors and all judicial ofhcers from employing any persons
not being public officers, duly appointed or nominated in conformity with
the rules in force relative to such appointments, in the discharge of any
part of their public duties, are hereby declared not to extend to the
employment of individuals in the copying of papers and proceedings, or
in similar functions, for the due execution of which the proper officers
must be held responsible. The rules, hoivever, contained in the clause
last mentioned, and in Regulations II. 1793, and V. 1795, prohibiting
collectors and judicial officers from so employing, directly or indirectly,
their private servants, of whatsoever description, shall remain in full
force.

I. WHEREAS it is necessary to make provision for the trial of appeals,
which by Clause Fifth, Section II. Regulation III. 1828, are declared to
lie to the special commissioner appointed under that Regulation, but in
which the order or judgment appealed against may have been passed in
the first instance by the said commissioner; and it being desirable to
modify the rule in Clause Second, Section X. Regulation 1. 1829, which
declares that all cases then pending before the Courts of Justice, of which
the cognizance has, by that Regulation, been vested in the commissioner of
revenue and circuit, shall be transferred to the commissioner of the divi-
sion to which the property in litigation may belong ; the following rules
have been enacted, to be in force from the date of their promulgation
throughout the provinces immediately subordinate to the presidency of
Fort William.
