so given out or delivered by him, the sum of fifty rupees, besides being
heid responsible, in the first instance, for the value of the paper.
Vendors of stamps shail carefully write on the back of each
sheet or piece of paper, veHum, parchment, or other material bearing the
impress of the Government stamps, on the same being sold or delivered by
them, the date of sale and delivery, and also the name of the person to
whom the same is delivered, and shali attest such endorsement with their
signature written in the manner commonly used by them ; and any vendor
of stamps giving out or delivering any stamped paper, veHum, parchment,
or other material without writing on the back of each sheet or piece his
name and the date of saie and delivery as aforesaid, shall, on conviction,
forfeit for each and every piece of stamped paper, vellum, parchment, or
other material so wrongfuliy given out or delivered by him, the sum of
fifty rupees, when the value of the stamped paper or other material sold
shall not exceed the sum of sixteen rupees; if the value of the stamped
paper or other material so sold without due endorsement, shall exceed the
sum of sixteen rupees, then the vendor shall, for every offence so com-
mitted, forfeit on conviction a sum equal to three times the value of the
stamped paper so improperly sold by him.
Any vendor or distributor writing a false date or name at the
back of stamped paper, vellum, parchment, or other material given out by
him, shall, on conviction, forfeit the sum of one hundred rupees for every
such offence, and if the value of the stamp sold exceed sixteen rupees, then
he shall, on conviction, forfeit six times the value of such stamped paper,
besides being in both cases liable to the penalty of his bond in case of
breach of its stipulations.
EA/AilA. Any stamp vendor convicted of refusing or of unnecessarily
delaying to furnish stamped paper, vellum, parchment, or other material
required by a person desiring to purchase, and tendering in lawful cur-
rency the full value of the same (he, the stamp vendor, having in his pos-
session for sale stamped paper, vellum, or parchment of the description
and value required), shall, besides forfeiting his license, be subject to a fine
of one hundred rupees.
AY/zifA. Any stamp vendor convicted of taking from a purchaser a higher
price than that denoted on the stamps impressed on the paper, vellum,
parchment, or other material sold, shall be deemed guilty of extortion,
and shall be sentenced to six months' imprisonment, on conviction before
the collector or other covenanted officer qualified to take cognizance of the
offence, besides being liable to refund the whole amount proved to have
been levied or taken in excess of the proper duty.
EcM^A. It shall be competent to the collectors or other officers exercising
similar powers to demand such collateral security, in addition to the bond
above prescribed, as they may deem necessary to guard against loss from
the misappropriation of the stamps delivered to the vendors, or from
embezzlement of the money realized by them, and to require the same to
be renewed, or other security to be furnished, at any time that he may
deem expedient, and any vendor unable or refusing to give such security
when required, shall not be appointed, or if already appointed, shall be
liable to have his license immediately withdrawn.
When the license of any vendor may be withdrawn, or when
such vendor shall resign the office, all stamped paper remaining in store
