*1, I. BM for srwfacnfa.—The term
prayadas ‘for the most part’ seems to refer to the
earlier works on Polity, the majority of which have
been used by the present writer for his own composi-
tion. M for 2. This clause recurs at
the beginning of Valsyayana’s Kamasutra, and is one
of the many phrases, which, as well as the whole plan
of his work, Vatsyayana seems to have borrowed from
the present work. 20- Internal colonization. 21-
The term bhumicchidra means ground unfit for tillage.

rather than a fort. 23- BM. 24- °iW-
BM for 58. The AdJiyaksapracara
is quoted as an independent work in Me (VII, 6i. 81),

the work, just as in the Kamasutra.
2, 10. The logical philosophy yanvlksakl), which
is here declared to include the materialistic system
Lokayata, is sometimes identified with the latter, see
Ramayana II, too, 38. One of the chief rules of that
system states that gain and love are the only two ob-
jects of man, and so the Arthasastra regards gain as
