provement of the condition of the Working Classes by legis-
lation, was said to have been signed by certain Conserva-
tive peers on the one hand, and certain representative
working men on the other, through the mediation of Mr.
Scott Russell, the eminent engineer. The scheme of
this new " Social Alliance" was involved in much mystifi-
cation—several of the Conservative peers denied that they
had signed the document—and seems to have ended in
nothing. Mr. Gladstone referred to this "Alliance" in
his Blackheath speech.
