15. Design for a block of flats, Dammerstock housing estate, Karlsruhe, Walter Gropius. Die Form 1929, p. 124

Hermann Schneider, representing the Heiligenthal Hochschule, presides over the jury that con-
sisted of: Ernst May (Frankfurt), Ludwig Mies van der Rohe (Berlin), Paul Schmitthenner (Stuttgart),
Otto Volckers (Munich), Hermann Esch, and Roman Heiligenthal.146
On November 17th 1928 the jury selects 30 of the 43 submitted designs to be completed and
unanimously awards Walter Gropius the first prize..147 The second prize goes to Otto Haesler148 and
the third to: Wilhelm Riphan and Caspar Maria Grod, Hans Detlev Rosiger (Karlsruhe), Karl Th. Fritz
(Karlsruhe), Wilhelm Lochstampfer (Karlsruhe), and Paul Schmitt. Among the selected designs are
also those submitted by: Franz Franz Roeckle (Frankfurt), Alfred Fischer (Karlsruhe), and Karl Pflasterer

146 Ibidem. Members of Neue Sachlichkeit, Ernst May and Mies van der Rohe, had the final say in the evaluation of the designs. Paul Schmit-
thenner, their adversary, and an advocate of traditional building, was unable to impose his views on the others while Otto Volckers remained
indecisive.
147 Ibidem. Upon evaluation, the winning design was praised for simplicity, logical planning in correspondence with structural solutions, func-
tional layouts and good proportions of the rooms. The design was further praised for its artistic merit.
148 Ibidem. The design's evaluation pointed to the density of development combined with a small number of flats resulting in the building's
elongated front. Situating utility rooms on the ground floor was an innovative solution. A convenient connection with the garden, well though
out layouts as well as the decision to put the living quarters and bedrooms on the upper floor were well noted.
