Already in 1919 several housing estates of small flats for blue and white-collar workers
were erected on the outskirts of the city. There were three large estates: Popowice (Popelwitz)
in the west282; S^polno (Zimpel) in the east283; Grabiszyn (Grabschen) in the south-west284; and two
smaller estates: Tarnogaj (Durrgoy)285 and the estate located on Sernicka Street (Mercklestrasse)
in the south-east.286
The Werbund's Silesian section (Schlesischer Landesverband des Deutschen Werkbundes) was
established in 1925 under the presidency of Heinrich Lauterbach. Although the Werkbund was re-
garded as a very progressive organisation, many of its members moved towards Schmitthenner's
conception of architecture. In this context, it is particularly worthy to note that that the Silesian sec-
tion of the Werkbund initiated the idea to organise the WUWA exhibition under its auspices, with
most presented solutions falling within the premises of the Neues Bauen movement.
The S^polno (Zimpel) and Ksi^ze Male (Klein Tschanch) projects verify the experience of the
local architects in building modern housing estates. The architects participating in both projects
were also involved in the WUWA experimental estate.287 Both the local government and the man-
agement of Siedlungsgesellschaft A.G. (Association for Development of Housing Estates), which had
already erected a number of housing estates in Wroclaw and was to build the experimental WUWA
estate, were interested in presenting and promoting the already completed S^polno estate, located
in proximity to the WUWA estate. Ksi^ze Male was another impressive achievement as the first ratio-
nally-planned housing estate with small flats in the city.288
