you are shut up in your own country and know noth-
ing of the ways and manners and customs of the other
peoples with whom you will have to deal ? You will
have to train the diplomats of the days to come. You
will have to train the ambassadors of future times.
You have, out of your own children, to train public
men who can, in the presence of the King himself,
say: " This is what India desires, for the welfare
of the whole of the Empire." You cannot do that
without foreign travel, and it is in view of that splen-
did future which lies before you, if you will grow up
to it and train yourselves for the responsibility as well
as for the glory, that I urge this matter. For that
future is what lies behind the whole question of
foreign travel, and I commend it to your careful
thinking as one of the things which is to be made
popular in India.
