XXXI. No hires shall be imposed by a magistrate, save and except to
the nse of Government; and whenever a hne to the use of Government
shall be imposed, the magistrate who shall pass the sentence shall at the
same time, weighing all the circumstances of the case, hx a definite
period of imprisonment to be held as equivalent to the hne; at the
expiration of which th,e persons convicted shall be discharged, if they
shall not have previously paid the hne. In cases in which the magistrates
shall impose hires, the imprisonment to be hxed by them as equivalent to
the hues shall not exceed the periods specihed in Sections VIII. and IX.

XXXIV. Nothing contained in this Regulation shall be construed to
empower the magistrates to take cognizance of crimes or offences com-
mitted previous to the 10th day of November, 1801, the date of the
cession of the provinces aforesaid to the Honourable the English East-
India Company; and all crimes and offences committed subsequent to the
said date, and antecedent to the date of the promulgation of this Regula-
tion, shall be tried by the laws and regulations which were in force during
that period.
