I. WHEREAS the power formerly exercised by the Governor-General in
Council of confirming the appointment of the law ofhcers of the Provincial,
Ziliah, and City Courts, was transferred to the Court of Sudder Dewanny
Adawlut by Section IV. Regulation VIII. 1809 ; and considerations which
are connected with measures in progress under the immediate control of
Government for promoting education amongst the natives of these pro-
vinces, and for securing the services of the most able and learned persons
for those high offices, have suggested the expediency of altering the rules
now in force for the nomination and appointment of the law officers in the
several Courts of Justice, and of vesting the confirmation of all such
appointments in the Executive Government: and whereas it is deemed
advisabie to provide by a specific enactment, in addition to the rules
contained in Section III. Regulation XXVII. 1814, for the admission of
qualified students at the public colleges under this presidency, to hold the
office of vakeel in any of the Zillah and City Courts; the following rules
have been passed by the Vice-President in Council, to be in force from
the date of their promulgation throughout the whole of the provinces imme-
diately subject to the presidency of Fort William.
II. The rules contained in Regulations V. 1804, VIII. 1809, and
XVIII. 1817, or in any other Regulation now in force relative to the
nomination and appointment of the law officers of the several Courts
of Justice, are hereby declared subject to the modifications contained in
the present Regulation ; provided, however, that nothing in this Regu-
lation shall be construed to alter or affect the power vested in the Court
of Sudder Dewanny Adawlut by Section IV. Regulation VIII. 1899, of
confirming the removal of the law ofhcers of the AVovmATz/, Zillah, and
City Courts ; or to alter any part of the rules now in force respecting
the removal of a law officer attached to any of those courts.
III. The appointment and removal of the law ofhcers of the Sudder
Dewanny Adawlut and Nizamut Adawlut shall be reported as heretofore
for the previous sanction of the Governor-General in Council; subject to
the further provisions contained in the present Regulation.
