WITH the confirmation of the news
of the installation of His Holiness
the Dalai Lama of Tibet with full State
powers also came the news of the gene-
ral amnesty granted by him on the
eve of his assuming lull powers. The
act has been in keeping with royal
traditions elsewhere also and all concerned
must have sincerely appreciated this
jesture of His Holiness.
But the act becomes politically
significant when one comes to consider
some of the personalities that have been
released. The case of Kapshopa, for
instance is clear pointer to the farsighted-
ness ot the Dalai Lama. Kapshopa,
who* was sentenced to life imprisonment
last year due to his alleged implications
in the Ueting affair lias also been released
and declared "to be without blame"
and his estates have also been restored.
This certainly will bring about
solidarity in the Tibetan ranks and
with Takta Rimpoche now retired the
sympathisers and followers of the late
Keting-reported tohave died 'mysteriously
in the Potala in the regime of Takta
Rimpoche, the out going regent-who
were hitherto considered to have been
harbouring antagonistic feelings towards
the State are expected to fall in line
with the forces of the Dalai Lama in
the defince of their country against
the Communist aggression. The apure- tial peoplo has been dispelled by this
hension, right or wrong, that Takhta's grant of general amnesty and we hope
action had alienated from the State the that Tibet to-dady stands united in her
sympathies of a certain section tof influen- hour of grave trial.
