UNEMPLOYMENT IN DARjEELING DIST.

The following speech was delivered by Sri N?1 B.
Gurung. M.L.A. in the West Bengal Assembly on the
27th February 51 in the Budget Session.

".Mr. Speaker, Sir,

The Budget presented
•by the Finance) Minister
with a difioit of twelve
crores and thirty two lakh
rupees with an explana-
tory- note that whilo pre-
senting the ^Budget before
this House, the State of
West Bengal' had to face,
a double set of paradoxes.
Perhaps it was this ana-
. molous statement and the
huge defirit figure that
might haw puzzled the
Hon'ble members on the
opposite bench( as well as
some of fhe members on
this side of the House.

Deficit Budget, in\(i state

ments are' being made is
invitp.blo at initial stages
until su 'h 'time when the'
.Capital' .Investment begin
to yield profitable returns.
This' is not an indication
,,of danger signal of a
State's Budgetary.'position
as is apprehended by the
member of- the opposite
Bench. Dr. Hoy , has al-
ready enumerated deve-
lopment projects.in various
public sectors in his Bud-
get- speech.. So - far the
productive side', of the in-
vestments are concerned,.

the bold steps taken by
the state Government is
highly appreciable, and
there is nothing to fear
that a' deficit Budget
would lead to State's bank-
ruptcy under the-present
special circumstance. How-
ever, I wojuld like to cau-
tion the' Government in
the proper utilisation of
the money invested in
public improvements. One
of the,greatest defects of
the State managed enter-
prises, is . the mismanage-
ment. Public servants who
are directly in charge of
such state enterprises
should be made fully res-
ponsible for the profit and
loss of such enterprises.
There is no reason why
there shoul I be "losses in
the Stats transport busi-
ness when the private
parties are making fortune
out of th'e same type of
business;

, On the other hand un-
like my friend, Sr] Hasant-
lall Murarka, who said in
his speech the other day. 1
w.ould not like to encourage

opposition party to pat
those misehiet mongers
who look advantage of
Teachers' movement and
made the wholo of Cal-
cutta a place of terror
compelling the. Finance
Minister to inflate ' his
l'olice Budget. We are no
more lighting against any
fuicign Government. It is
our own liovernimni and
while healthy and' cons-
tructive crilisnison govern-
ment activities should he
welcome the opposition
should not seek atiyplea to
destroy the State properties
and directly or ituiireely
compel! the Finance Minis
ter to increase I ho expen-
diture of the state.

Sir, the two paradoxes
which the Kinanee Minis-
ter has elaborately dealt
with-in his opening Budget
Speech, are the real dan-
ger* which the Stale might
find itself in an awkward
position to balance its
Budget. The first para-
dox in the language of
!)r. Koy, the Finance Mi
nister. and the chief .Milli-
ter too, is "paradox of
disparity between expan-
sion and employment" and
the second is t-lio "paradox
of disparity between wealth
and taxing power". l'er-
haps Dr. Hoy or any of
his succes or will have no
hand on the second para-
dox of disparity and ins-
pile of the rapidly grow ~
