SECOND FIVE YEAR PLAN
The congress has ac-
cepted the socialistic pat-
tern of society as econo-
mic goal and the draft
outline of the second five
year plan envisages a
speedier progress towards
it.
The primary objeot
of the first plan was 'to
lay the foundation on
which a more progressive
and diversified economy
would build up'. At that
time country was facing
certain urgent problems
like shortage of food and
raw materials. -As such
first plan was a prepara-
tion for rapid advance-
ment in future. The se
cond plan however is going
to start under better con-
dition, it will give an
opportunity to carry fur-
ward the process that has
been initiated and the
results achieved so far.
Its perspective is also
wider as such the second
plan is more ambitious
in its aim.
The main objectives
of the plan are increase
in national income, reduc-
tion of economio ineqali-
ties, even distribution of
economio power, rapid in-
dustrialisation and expan-
sion of employment op-
portunities.
The draft outline of
the plan is before the
country. It is a moral
duty of every citizen to
oonsider the plan solely
from the point of view
of national welfare. Every
responsible man and wo-
man should look upon it
with some sort of perso-
nal interest and regard
himself or helself as ac-
tive participant in the
gigantio ta6k of uplifting
the living standard of
millions-

the eminent Scientist
Social workers & Parlia-
mentarian died in Mew
Delhi on 16th inst. Dr.
Saha who was suffering
from high blood presure
for the past ten years
collapsed near the Planning
Commission office in New
Delhi & died as he was
being rushed to the Hos-
pital.
^XHis dead body arrived
at Dum Dum at 6 30
P. M. yesterday, several
hundred people including
scientists, teachers & po-
litical leaders were present
at the Airport.
The funeral took place
today at Keoratala Bur-
ning ghat where several
thousand people were
present.
