This was on top of a
rise of 13.8 per cent in
1965-56. It ii obvious
that the Plan oannot be
implemented unless the
nation recognizee the need
for and accepts the mini-
mum oontrols called for
to maintain prices which
would be fair to
produoera and consu-
mers and which would
make possible an expand-
ing eoonomy.

Community Projects
There is another im-
portant subjeot which I
would like to mention.
In' an under-developed
economy suffering from
unemployment and under-
employment, programmes
for harnessing the unutili-
zed euergy in the country-
side '. for carrying out
works of benefit to ..the
community are of the
highest value.

In the N. E. S. and
Community Project areas,
much is being done in
this respect a.id shramdan
weeks are b.'coming popu-
lar In the miming years,
these efforts should be
organized with the aim
of building up permanent
assets' for villages, like
irrigation works, affore-
station and soil conserva-
tion, fuel plantations, im-
proved village pastures,
•to, A five-year program-
me should be prepared
for each N.E.S blook in
which programmes of

works for (i) individual
villages, (ii) groups of
villages, and (iii) the en-
tire block should be pre-
pared on a coordinated
basis and each village
authority should carry out
its own share of this
comprehensive plan.

I hope that what I
have said brings out the
vital role of Community
Development movement.
Its main iunotion is to
assist people in their efforts
to i-norease production and
savings and in other ways
'to assume the responsi-
bilities involved in carry,
ing out th* Plan. 'Phis
movement has hitherto
been- confined to rural
areas . but the methods
for which it stands and
its programme are capa-
ble" of application to
