Public — No. 123. — To His Excellency the Kight
Honourable the Governor-General of India in
Council.
My Lord,—I have had under my consideration in
Council the letter from Your Excellency’s Government,
No. 19,* dated the 9th May last, in which you recom-
mend that the additional establishments sanctioned by
Lord George Hamilton’s Despatch No. 55 (Public),
dated the 15th May 1903, to strengthen your Secre-
tariat in the Home Department, at an increased ex-
penditure of Rs. 44,739 a year, should now be made
permanent.
2. The greater part of your letter is devoted to an
examination of the business coming before the Home
Department, and an exposition of your views regard-
ing the expansion of correspondence in your Secre-
tariats and the relations of control and supervision
* Home Department Secretariat of the Government
of India.

which you consider should exist between the Supreme
Government and Local Governments and Administra-
tions. Your Excellency is aware that I have in con-
templation the appointment of a Royal Commission to
examine this question, as well as others connected with
the suggested decentralization of public business in
India ; and I do not propose on the present occasion
to enter upon the subject. Your letter will naturally
form one of the documents to be laid "before the
Commission.
3. Meanwhile, however, the sanction given by Lord
George Hamilton’s Despatch expired at the end of
May last, and I authorise the continuance of the addi-
tional establishment until further orders. The neces-
sity for its further retention will come under review
when the Commission on decentralization have reported.
