From “Berlin school”
to Art Nouveau:
contribution to the study
of architecture of municipal
public Utilities in Lviv
in the years 1858-1914* 1
In the nineteenth century, construction of municipal Industries was
most often undertaken by private investors, in consultation with the city
authorities. Their goal was to make a profit and, by the massification
of production, to reduce the cost of products and services provided. In
exchange for the implementation of technical infrastructure, which be-
came necessary to maintain an adequate standard of living for residents
(lighting, efficient public transportation system), municipal governments
granted a monopoly on the production and sale of gas, and on the pro-
vision of transport services (omnibuses, trams), to private investors
and companies.2 Consequently, investors sought to adapt the buildings
needed for production functions and to construct such infrastructure
using cheap materials that would also be as durable as possible. The de-
signs were generally commissioned from engineers related to particular
fields of technology. Thus, until the end of the nineteenth century,
the developed buildings of municipal Industries and services had been
rather modest in their architectural form.
After the economic crisis of 1873, especially in German cities, there
was a growing trend towards municipal governments taking over the ef-
fort of running this type of services. It was believed at the time that
cities should implement their own infrastructure investment projects,
