would be found to satisfy the demand. Civilization in the British Isles
does not appear to have reached that state at present. Moreover, cleanli-
ness is quite possible without the desirable bathroom, and the complica-
tions of water-supply which are great in rural areas. In a general way,
however, and most certainly in urban and industrial districts, baths should
be provided whenever such a course is practicable. A separate room,
