authorities should arrange
to supply at least the
minimum requirement of a
person.

An interesting case of
humouring the local Sub-
Divisional Controller of
food was revealed here a
couple of days back when
the officer lound out that
a Tibetan had enclosed
Us. 20/- with an applica-
tion for obtaining permit
for certain controlled
article.

Questioned about his
action the Tibetan gentlc-
mau is reported to have
confessed having sent the
money on the ground
that it was Tibetan custom
not to approach empty
handed to any official or
big person. He was, how-
ever, taken into custody
by the local police for a
case of attempted bribery
but has subsequently been
released on bail.

Further investigation
