AGRICULTURE MINISTER'S APPEAL
Sri Prafulla Chandra Sen. Minister
for Food anil Agriculture, West Bengal,
lias issued the following appeal to paddy
growers:
" Rainfall hag been inordinately
late and relatively inadequate this year
in most of the paddy-growing areas of
West Bengal. Transplantation of seedlings
has been consequently delayed, which is
likely to depreciate the yield of paddy.
In our present shortage of food grains,
particularly rice this is a very serious
apprehension. It must be our bounden
duty, therefore, to contract this adver-
sity of Nature by more intensive appli-
cation of manures and fertilisers I am
sure paddy growers have already applied
to their lands all their stock of cowdug,
which they could conserve, all the eom-
pest manures they could prepare out of
the farm refuse, household waste, water-
hyacinth etc. under the schemes run by
(iovernment and all the manures and
fertilisers like ammonium sulphate, super-
phospate, bonemcal, sludge town compost
and oilcakes they could procure. What
I would like to advise them now is to
intensify the application of quick-acting
fertilisers like ammonium sulphate to
ensure that each acre of land f.f paddy
receives some amount of fertilisers If
that is done, I earnestly believe that, over-
all paddy production in the State will
pot only be maintained at normal but
may even exceed it.
TAX ON MOTOR VEHICLES
The basis for the levy of tax on
certain classes of motor vehicles (such as
motor cars, motor cabs etc. ) has been
changed to unladen weights of the
vehicles under the Bengal Motor Vehicles
Tax (West Bengal Amendment) Act, 1931.
To avoid difficulties or inconveniences in
the determination of the unladen weights
fcr the purpose of calculation of the Tax
under the said Act, it is notified for the
information of the owners that their dec
la ration as required under the law in
respect of the unladen weights of 'he
vehicles, shall be accepted by Taxing
Officers provided the owners can establish
to the satisfaction of the Taxing Officers
that unladen weigl ts so declared are
correct or the same is accompanied by
a certificate obtained from the maker or
the recognised assembler or the dcaier.
It is requested that owners while sub-
mitting their declaration should see that
above instructions are complied with.

Samskriti an Institute and Society for
Siuo Indian Cultural and technological
eo—operation was held on the !tth Sept.
1951 at 0.30 P M. at Dliannai.kura Vihara
I Buddhist Temple Street, Calcutta.
About 15(1 prominent Chinese &
Indian citizens including Mahamahn-
padhaya I'andit Vidhushekhaia Shastri,
l)r Madhuram Soft, Narendra Deva, l)r.
Arabindo liarua. Sri B.K. Indra, Prof.
Cheng Shcng Liao, Mr. Chhichan Mil,
IMai Chen, Mr. Chen Kin Lev, Mr l'ang,
Kan linn and others were piesent.
'1 he Secretary of the Society Sri
Satiranjan Sen in his report mentioned
the satisfactoiy progress the students
are making in the Institute. He appealed
for public sympathy and said that due
to lack of funds they were unable to
introduce most modi i n \ scientific
equipment! to learn a foreign language
quickly and thoroughly.
VenerableShastriji in his presidential
address said that the Mailt i-tlie love of
a mother to her only child as had been
described in the Sinistra* was the binding
