NO-CONFIDENCE IN THE WORKING
PRESIDENT OF A. I. G. L.

SRI CHAUHAN TO FORM A ‘CONSTITUTIONAL GORKHA LEAGUE'

The following resolution has been
adopted by the K & J Hills District
Gorkha League Council, Shillong.

“Today we meet to record the spontane-
ous expression of our grief and no-confi-
dence about the manner Sri N. B. Gurung
the Working President of All India Gorkha
League, despite public criticism all over
Assam has continued to function unconsti-
tutionally against the interest of the
Gorkhas. Ever since his election at
Dibrugarh even by non delegates, we have
keenly watched his selfish and irresponsible
role when it was agreed to recognize him
only as Working President till the termina-
tion of the General elections, as it was
expected that in case he claimed to hold a
responsible position and was a well wisher
of the organization, he would immediately
summon a General Committee under Art-8
of the League Vidhan, regularise his own
present position constitutionally, and then
in accordance with Art-10, form a OWC.

To the surprise of the well wishers of
the League Sri Gurung betraytd his
ignorance, expressing his intelligence in a
manner which has pm, the entire Gorkha
world into shame, when in our Party paper
‘Gorkha’ of 20-I0-51 he announced his
CWC with a false statement that he was
elected by the delegates, and while referring
to the Vidhan, he carefully forgot to quote
the relevant clause from it. Though the
Party paper in the same issue ironically
commented Editcriilly that true League
workers should op ioid their principle, it
instigated them to continue their constitu-
tional fight because League Committees
could never be expected to function like

Dharmasalas. Against Art-8 he even
went so far as to announce the name of
his office bearers in ‘GORKHA’ of27-10-5l,
when the Vidhan only permits their
election. Such actions gave outsiders an
impression that the Gorkha League is being
exploited like his domestic property at his
sweet will, without rhyme or r<ason.

We regret to place on iecord that our
Party paper ‘GORKHA’ meant for the
expression of the views of the League
members in general and the branches
in particular, has made itself cheap by
becoming the mouth piece of Sri Gurung
and his camp-followers. The Sibsugar
Distt. Gorkha League Committees resolu-
tion in the ‘GORKHA’ of 15-12-51 was
published with major excisons, because the
Committee had condemned the irresponsible
and unconstitutional formation of the
Central Working Committee tCWC). The
Sibsagar Committee under the guidance of
its able Secretary 8ri Durga Prasad Sharma
took the lead in exposing the unconstitu-
tional role of iSri t.urung which stirred
everyone in Assam that the present leader-
ship was leading to mislead the masses.
Instead of rushing to the Press we held an
emergent meeting to ask our General
Secretary to explain WHY he had handed
over the official records to the Working
President, ultra-vires of the League Vidhanf
Art-10 line 11 read with the functions of
the General Secretary, who replied that all
the records had not been handed over and
despite his requests to the Working
President to relieve him from his office, in
