The report that India mav reject
the Anglo-U S. resolution on Kashmir should,
•surprise none, for a clear hint was given
by Sri [avvaharlal Nehru w' en he said that
the I'nion Government would not accept an
“imposed solution” on Kashmir. The Prime
Minister’s brief reference to the Kashmir
issue was characteristic for i s llrm tone
*and confidence. India is obliged to turn
it.do vn because the resolution smacks opetilv
of partisanship and betravs a disgraceful
tendency at appeasing. Pakistan. The tone
-in which sir Gladwin |ebb (Britain) spoke
in the L\ N security council, while moving
the resolution, was entirely in the Churchillian
vein so fami'iar to this country.

India has always shown her readi-
ness to resolve the Kashmir problem In-
direct or indirect negotiations.

CONTROL & TISTRIBUTION

The affairs of certain controlled commodi-
ties and their distiibution in kalimpong through
the Government Depaitment concerned have come
to attract more and more attention of at least
those like me who have been' sulVercrs at the
hands of those who do not seem to exercise
that, amount of caution and precaution in their
distributi n. pricing and piocurcjnent as should
normally be done. I am referring particularly tc*
cement, firstly cement h re is mostly in short
supply and when supply is availalile the prices
of different, dealers arc ditVerent, all of them
enjoying departmental protection so that the buyer
has nothing to say to them. It taxes ones imagi-
nation to find out how two different dealers
charge two dilfornt prices for same Commodity-
coiitrolled by government-at the same place and
on the same day. I’enplo who generally seein to
be f rtunate happen to get permit on those dealers
whose prices ate low while people placed lower
on the scale of fortune pick up permits on dealers
who charge higher price. Another fact that
aggravates the situation is that it seems that strict
rule is not being followed in the giving of permits.
People who are said to have applied for cement-
as far back as 1 '.lot) for genuine work, havo
some bow to wait behind late and recent applicants.
In Development Area people are paying high
taxes for mere plots of land, and if some one
likes to build houses on them theie is no reason
why their ca>e should not be considered. The
demand of cement these days .seems to have grown
more in places mit-ide town limits than in tin*
town itself otherwise how i-> it that people feel
that more cement i> going to the-e areas than
