of a quick return to the money spent,
in this propaganda, but the benefits to
the people will outweigh the expenditure.
The grave condition of the country de-
mands quick action. The amount required
will be very small—what is necessary is
that the principle has to' be accepted
by the Government and a popular Go-
vernment can achieve much in this
