KALIMPONG MUNICIPAL PROGRESS
Tbe Kalimpong Muni-
cipal Commissioners are
to be congratulated oh.
the arrangement now made
for the better disposal
of the town’s garbage.
For many years Ka-
limpong has suffered an
abominable nuisance and
menace to its health by
having' the town refuse
deposited on its own door
step, to fester and rot
and breed disease carrying
flies.
Garbage has a value,
if properly employed; and
now instead of being
thrown out in the open;
to blow back into the
faces' of Kalimpong’s citi-
zens, . in the form of
microbe-laden dust, foul
stench and . nauseating
acrid smoke - it is to be
carted away to the Go-
vernment Demonstration
Farm, to be properLy- used
as compost and turned
int6 valuable bumus.
This splendid piece of
reform however, has not
come about of its own
volition, but as is the
case with nearly all reforms,
is. the result of agitation.
Many, thoughful citizens
of Kalimpong shared ihe
revulsion which was felt
most acutely bv the staff
and workers of The Kalim-
ponq Arts & Crafts That
institution had the misfor-
tune that the former
Municipal dump was only
a few yards from its
premises, and the offen-
sive odour from the rotting
garbage or the smoke from
its burning, at last became
intolerable to those who
had to suffer it all day
long-
The fit rotors of the
Arts and Crafts were there
fore obliged to approach
the Municipality with a
very strong protest, and,
on their behalf the matter
was very ably handled bv
their indefatigable secre-
tary, with the happy re-
sult already mentioned.
Though this most
desirable reform has taken
plane it is no cause for
future complacency. The
sanitary condition of Ka-
limpong is by no means
what it should be, and
thereof s still much room
for improvement. There-
fore while expressing app-
reciation of the arrange-
ments made for the final
disposal of the town’s
garbage, let us express
the hope that those pro-
mini nt citizens who have
been voted into their res-
ponsible position as Muni-
cipal Commissioners will
give their attention to the
quicker collection of refuse
before there is time for
it to be scattered by the
wind, by pariah dogs or
by pigs, as happens at
present.
'Jhe habits of some
m mbers of the community
also need drastic refor-
ming, by both education
and the enforcement of
laws. This, however, can-
not be done thoroughly
until an adequate number
of public conveniences are
erected in suitable posi-
tions If that were done,
surely it would be possible
to enforce decent beha-
viour and to punish those
who continue to . commit
public nuisanec, within the
Mun cip.il boundaries and
who teach children to do
so !—Herbert Billingsley.
