1956 will be nXemora-
ble for the process of
reorganization of States,
which was oompleted with
the formation of new
States on November 1.
The demooi'actio process
of consultation and dis-
cussion with various in-
terested parties, preoeded
the implementation of the
toheme in its final form.
States' reorganization aims
at dynamiting regional
solidarity without impai-
ring national solidarity,
and is based on the assump-
tion that if the tounda
tion is solid, the supers-
tructure will be unshaka-
ble. The ultimate shape
of the scheme has been
such that this aim hat
been substantially achie-
ved and the new States
are settling down to their
various tasks with deter-
mination and purpose.
Extension of Panch Sheel
In the international
sphere India's efforts du-
ring 1956 were marked
by an extension of the
spirit of. Panch Sht'el.
Amidst the various con
troversial storms that
raged in the different parts
of the world, India stood
like a rock basing her
polioy on the fundamen-

tals of peace und settle-
ment of dispute** by peace-
ful negotiations through
the United Nations Orga-
nization. India's stand
has been directed towards
making a settlement of
international disputes
through the U. N. the
normal way of dealing
with international prob-
lems. In the thick of the
immediate controversies
that continue baok and
forth, her stand may not
always be appreciated; but
as the atmosphere is
cleared of its disputatious
fogs, India's contribution
to peace will be readily
realised. r

India enters 1957 with
another decision of far-
reaching demooratio im-
port—to hold the second
General Elections under
the Constitution in Feb-
ruary-March 1967. The
result of the elections will
exercise a profound effect
on her internal and ex-
ternal policies for the next
five years.

post offices in India ou
August 15, 1947, there
were 36,094 post offices
at the beginning of t)ie
First Plan. By the end
of the First Five Year
Plan the figure rose to
over 55,000 post offices.

—On . Independence
every post office served,
on an average, 52 sq.
miles of area with 15,038
people, but at the end of
the First Plan trfe average
area and population served
had been brought down,
to 23 sq. miles and 6,486
people respectively.

—The total number
of telegraph Offices in the
country has increased from
3,592 at the beginning of
the Five-Year Plan to
5 057 at the end, showing
an increase of 1,465 offices
as against a targetted
increase of 1,200.

—From a meagre 33S
long-distance public pall
offices in 1953, the num-
ber has gone up to 1,254.
Three hundred and forty-
seven new exchanges were
opened as against a tar-
get of 240.

— Nearly "lXOOO tele-
phones were provided du-
ring the First Plan period,
representing an increse of
65 per cent, in the num-
ber of telephones in use
n the country.
