ihe news that the
military operations against
the NagHs will be ended
and the troops will be
withdrawn from the re-
gion to prepare the ground
for a political under-
standing is , encouraging.
The important- thing is how
the centre intends to move
for a political settlement.
The-hint was given by
Sri Nehru in the Lok
Sabha that the Govern-
ment were prepared to
amend the Sixth schedule
of the constitution. With-
drawal of troops is ex-
pected to have tremendous
psychological effect ou the
rebel leaders who, we be-
lieve will favourably
react to the proposal to
constitute tbe Naga Hills
as a union Territory. This
proposal will at least help
to prepare the ground for
a high level political con-
ference for the purpose
of evolving an agreed
settlement.

NEW NEPAL CABINET
SWORN IN

Kathinandu, July 26
Nepal's sixth Cabinet
since I960, headed by
the United Democratic
Party leader, Dr. K. I.
Singh was sworn in this
afternoon by Kii c Mahen-
dra.

"rtie Cabinet, which
consists of 11 mouibers
including the' Prime Minis-
ter, was administer* d oatlip
of office after the royal
proclamation which said.
"I hope that this Cabinet
will receive the co ope-
ration of all and thus
succeed steadily in solving
the country's problems."

The King added that
in order to ensure further
aid and advice to the
Government in the admi-
nistration of the country
he would make arrange-
ments for setting up a
fully empowered seven,
man national oouncil. A
five man committee for
expediting work and pre-
venting bottlenecks and
a special five year plan
body would also be for.

The oaths of royalty
and secrecy were admi-
nistered at a special dur-
bar held in the palace.

A few minutes before
the announcement of the
new Cabinet a leader of
tbe Nepali National Cong-
ress, Mr. D. R. Regmi,
was stated to have sub-
mitted to the palace a
common programme ac-
cepted by three parties.

The Members of the
Cabinet are: Dr. K. I.
Singh, Prime Minister, Mr.
Parsuram Mathe, Mr. O.B.
Singh, Mr. P N. Rana,
Mr. Ramdhin Mehato. Mr
Dambar Bahadur Singh,
Mr. KulbahadurLimbu.Mr.
Jib Raj Sbnrma, Mr
Purendra Vikram 6h<il',
Mr. Bbupalman Singh and
Mr. Lakshmi Praead Deo-
kota.

The new Cabinet in-
