Bulganin's letteri to

nato power* and to Mr.
Nehru suggesting the ban
on testing nuclear wea-
pon* from lit. January
next, and peaoeful oo-
ezistenoe, is again being
ridiculed by the British
and Amerioan diplomats
hi propaganda, but there
is a growing feeling among
the people of the West,
ern world that Bulganin's
suggestion should be ac-
cepted at its face value.
If it ii a bluff let it be
called off But the West-
ern powers dare not ac-
cept the Soviet proposal
because the whole economy
of the Western world' is
based on the armament*
race—a suioida! policy,
but there it is. It seems
that if anyone suggests
to tb* State Department
in Washington or to the
Tory ruler* of Britain
that Bulganin is thinking
of making a fresh propo-
sal it will be dubbed a*
propaganda even before
the proposals are made.
This is Russo-phobia un-
bound.

Fifth Annual Conference
from 29th. March 1968,
when Mr. Hugh Gaitikell,
the Leader of the Opposi-
tion will deliver the open-
ing address. Many Indians,
Pakistanis, Burmese and
Indonesians are members
of this organisation which
is doing splendid work.

ganisation - is Lord Attlee.

I have received a

man Report" and was
astounded to read the
front page story in the
last issue when one, Ge-
neral Adolf Heusinger
threatened India in a-
speech at the Hansa Club,
an influential group of
West German business
men. This Nazi General
was Chief of the Opera-
tions Department of Hit-
ler's Wehrmaoht. This
Nazi criminal said, among
other things: "A strong
hand is needed to deal
with developments in
India, otherwiee great
dangers will ariie there.
A strong hand should be
used to counter dangerous
developments in such
countries a* India, Indo-
nesia and North Africa."
It is a pity that whilst

we have good relation-
ship with Western Ger-
many these Nazi crimi-
nals are allowed by the
Bonn Government to
spread their vile and
filthy 'Fascist doctrines. ,

Rome has sent me copies
of "Nepalese Inscrip-
tions in Qupta Charac-
ters"—Part 1—Text and
Plates" by .Dr. Raniero
Gnoli. This is the first
volume dedicated to the
inscriptions of Nepal, to
appear in the Series of
•■Materials for the Study
of Nepalese History and
Culture." It contains the
inscriptions, written i n
Gupta characters, dis-
covered so far from Ma-
nadeva up to Vrjayadeva.
This volume gives the
Sanskrit text with t h a
necessary annotations.
This edition includes all
the inscription* sa far
known, published or un-
published. The fifty-one
inscription* collected i n
thi* volume were hitherto
unpublished, and oredit
for discovering them goes
to H. E. Kaisher Baha-
dur to whom this volume
is dedicated ' as grateful
homage. Professor Gui
seppe Tucoi has written
the Preface. Dr. Gnoli
was sent by the Istituto
Ttaliano per il Media ed
Estremo Orient* of Rome
