son to issue the licence
or alignment is really
authorised to do so Even
if the entries in the Re-
gister are out of dale, v-
subsequent changes not
having been registered,
the prospective licensee or
assignee would have pro-
vided himself with valid
evidence in regard to his
bona fide''.

Under the copyright
rules applications for
changes in the part oulars
of copyright entered in
the Register have to be
accompanied by attested
copies of deads of licences
or assignments. Unless
suoh attested copies are
furnished., the copyright
Office will droline to make
the necessary changed.

Where applicants so
desire the Copyright Office
will also be prepared to
stamp the original deeds
assignments or licence and
return them to the owner
along with a oertified
oopy of the changes marie
in the particulars entered
in the Register.

Entries in Register

The entries in the
Register are to be made
after careful scrutiny of
the application and the
rules provide that every
applicant for copyright
should furnish to the
other parties interested in
the copyright, copies of
hii application so that
the o her parties oonosrned

could raise any objections
to suoh registration in
case any of the parti-
cular* have been shown
wropgly.

The tot provides t at
any person who makes
or causes to be made a
false.entry in the Register
or makes or cause to be
made a writing falsely
purporting to be a oopy
of any entry in suoh
Register, nr produces or
causes to be produoed as
evidence any such entry
or writiag known to be
false, will be punishable
with imprisonment wbioh
may extend to one year
of with fine or with
both.

The need for registra-
tion of copyright has
been felt so keenly that
cases are known in which
some persons have even
resorted to getting their
works registered under the
Indian Registration Aot
1908, even though this
entails considerable diffi-
culty and expenditure and
does not confer any rights
in regard to copyright

In order to facilitate
the work of persons seeking
to consult the Register,
the oopyright Rules pro-
vide for the maintenance
of detailed indexes of
the works registered. The
indexes will be kept sepa-
rately for each language
and, in addition, there

will be the Author and
Title indexes.

The fees for the re-
gistration of copyright and
for changes in the parti-
culars already entered in
the Register of Copyrights
are nominal.

With a view to sav-
ing unnecessary expendi-
ture to the public, the
Act does not ' insist on
the applications for re-
gistration of oopyrights
being the accompanied by
copies of the works in
question or manuscripts
of the works in case of
unpublished works.

It is hoped that the
usefulness of the Register
of Copyrights will increase
with the increasing num-
bers of persons registering
their oopyrights.
