RS. 10,000 COLLECTED FOR JAYAL MEMORIAL FUND

Highway Survey Slows Down

, (from Our Special Rtpruentativ*)
Darjetling, November 19

Who is responsible
lor the prevailing high
prioea in aome essential
commodities ? While ad-
mitting thai there is at
present a shortage of flour
and wheat produots (due
to bungling by the higher
authorities in Calputta, or
peYfiaps to an inoorrect
appraiial-trf 4W»-»»»1 atook
pesition in the district)
one cannot absolutely ab-
solve the local officials
and merchants For ins-
tance a casual chock up
revealed that while there
was an approximate po-
pulation of about 3 5,000
within the Darjeeling Muni-
cipal area, ration oards
have been issued in favour
of more than 61,000 peo-
ple. Had there been a
oheck made for ghost ra-
tion bards before the Pujiv
season and a strioter con-
trol enforoed thereafter,
the people of the distriot
would have beeo saved
much fl eoing from unso-
cial elements including
profiteers and black mar-
keteers, I gather that a
oursory drive at Siliguri.
reoently had yielded a tal-
ly of 8000 ghost ration
oards in one area only.
How oan so many ghoat

ration cards be issued
without any detection ?
It is for the authorities
to find out Incidentally
would they take earnest
steps to mete out ade.
quate punishment to the
guilty? Or wili 'Ram Rajy-
ya' prevail for the pri-
vileged few while the rest

of the populace exist on
the verge of starvation^

It is gathered that
survey work on the pro-
posed Darjeeling Pulbazar/
Bijonbari Highway has
b en considerably slewed
ili wn .due to the reluc-
tai ce of a few tea gar
dei ■ to allow survey men
to work on road align-
in.»uts through their tea
gardens This highway is
a vital necessity for the
whole area, and would
form one of the district's
most important road links
Scheduled to be completed
within the' Seoond Plan
this 6 mile highway's
suivny. has been so tardy
that the survey work it-
self is not expeoted to
b- completed ti'l 1<J 9.
The heed for gearing up
the the work is therefore
all the more necessary.

Goods between Dar-
jeeling and Pulbazar is
at present being trans-
ported through an aerial
ropeway, which alone can-
not cop* with the volume
of traffic

Coffee . experts who
recently visitid the ex-
perimental ■ station at
Mangpoo expressed satis-
faction at the high qua-
lity of ooffee beat s grown
there. It is now envisa-
ged to substantially ex-
tend cultivation. This in-
cidentally is the first time
coffee has been grown
successfully in this bills,
aad might later provide
an alternative to the.tea
industryat lower altitudes.
