All the replies are
confidential as laid down
by law, which alio make
it* obligatory to answer
questions. No oens us
questionnaire oan be used
for purposes ef taxation,
investigation or regula-
tion.

Questions have been,
however, framed with tre-
mendous labour and care.
The draft questionnaire
was first prepared almost
two years ago by the
Central Census Office after
a series of conferenees
with the Union Ministries,
Planning Commission,
Statistical Organisations
and other expert bodies.
Later, the State statisti-
cal men vetted it and,
finally, the Government
approved it.

The first test in the
field was held early last
year to check if the
questions were right and
the language intelligible.
Another test was made
six months later when the
Census Offices in the
States started functioning.

Diotated by experience,
several questions have
been re-worded to pinpoint
the response. Some ques-
tions have been dropped.
For example, in a Punjab
village, an old farmer

objected to a question:
"Do you have a toroh
light battery ?" In his
area, he said, the torch
wae known as chor bati
and only thieves used it
for their "work" at night.

deleted.

Same questions have
been added, like the kind
of fuel, or power, the
machinery used, or the
size or type of house
people rented or owned.
Thus the questionnaire
hat been made as com-
prehensive as possible.

Eventually, when the
returns of the personal
canvass are in and the
results of the queries are
collated, the nation will
know much more about
itself. Certainly, it will he
in n better position to find
out all that touohes every
man, woman and child
and every household, fac-
tory, farm and other
populated plaoe in the
oountry.
