K. M. T. MEETINGS IN KALIMPONG RESENTED

Discourtesy to Indian Nationals in Tibet
New Delhi, March 10.

A White Paper con-
taining notes, memoran-
dum & letters exchanegd
between the Governments
of India & China between
Nov. '69 and Maroh 60
was presented to Parlia-
ment this morning.

The White Paper con-
tains exchanges on bor-
der issues and incidents,
boundary disputes, alleged
violation of air space and
territorial waters and
questions concerning treat-
ment of Indian nationals
and representatives in
Tibet.

A note from Chinese
Government protests
againBt the placing of
police guards in front of
the Chinese trade agency
at Kalimpong. As ex
plained in the Indian
reply this was done to
give protection to the
trade agency.

The Chinese Govern-
in a Note dated October
29, 1959. took exception
to a meeting held in the
vicinity of Kalimpong on
October 10 by what it
called "some 400 Chiang
Kai-shek olique elements
and Tibetan rebels" to
celebrate the "so called
National Day of the Re-
public of China."

The Note said that
at the plaoe of the meet-
ing the National Flag of
India was hung side by
side with ''the so.called
national flag of the Chiang
Kai-shek clique" and the
photographs of the Pre-
sident, Dr. Rajendra Pra-
sad, and Mr. Nehru were
bung along with that of
Chiang Kai sbek. "Not
only the Indi n local
authorities failed to for-
bid such activities, but a
director of the C I.D. of
Kalimpong and a police
officer attended the rally
in person."

The Government of
India replied that there
was no prior indication
that- the meeting was in-
tended to express sym-
pathy with the K.M.T.
regime, ar.d as it was
believed that the demons-
tration would be peaceful,
the local authcritibs did
not prohibit it.

''Instructions have,
however, been issued to
prevent any pro-K.M.T.
meeting and demonstra-
tion in future.

Another Indian note
draws attention of the
Chinese Government to
the "sharp contrast bet
ween the treatment ac

corded to Indian repre-
sentatives statiom d in
Lhasa, Yatung and Gyan-
tse and the oourtesy and
facilities extended to the
Chinese missions in India."
