CHANGES IN SIKKIM SUBJECTS REGULATION ACT

Victory for the Forcet o! Noo-Communali>m in Sikkim
Gangtok, January 16.

It is learnt that the
long and tenaoious cam-
paign agamat the promul-
gatioa of the Sikkim
fiubjects Ksgulation Act,
which seek* to divide the
Sikkimeae people into
separate communal entities
and which vat first > der-
taken by the All-Sikkim
National Congress, and
was, at a later date,
supported by all the other
political parties of Sikkim
in a Jo nt Proteat Note,
followed by a discussion
in the Sikkim Counoil
which unanimously rein-
forced the Joint Proteat
Note by majority decision,
has finally ended in a
resounding aucceas for
them

The Maharaja of S I, k rn
has announced that in
future there will be no
auoh dtviaiona aa Lepchas,
Bhutias, Nepalese, Tsongs,
but thai all cotntnuuitiea
in Sikkim will henceforth
be known sb 'Sikkiniefe."
He further announced that
Article Id of the Sikkim.
Subjects Ktgulaticn Act,
which deala with the
deprivation of status of
subjects including one
para whioh deprives a
subject of citizenship
should he "show himself

by act, or apeeoh, to be
guilty of disaffection, or
disloyalty, towards His
Highness" will be deleted.

Commenting on this
new development. Kazi
Lhendup Porji-Khangaar-
pa, the quiet and nnassura-
ing President of the All
Sikkim National Congress
aaid,*'In Sikkim the crying
need of the hour is the
emotional and political
integration of our people.
In this connection the
All Sikkim rational Cong-
ress was prepared to resort
to a Sikkim wide peaceful
agitation, for which all
preparations had been
made, to aohive the objeo
tives of amendments to
Sikkim Suhjeota Reputa-
tion Act, the immediate
framing of a written Cons-
titution for Sikkim, and
the immediate ub lition of
the nbnoxious system of
communal voting Our
recently largely-attended
meeting* throughout
Sikkim have clearly de-
monstrated the deep in-
terest the Sikkimese people
are ever.cing in the solution
of their pressing problems.
The abolition of com-
mui alifin is the corner-
ft- re of our Party policy,
"end, although we have

yet much to achieve, yet
I am happy that one of
our oherished goals has
been reaolied."
