ATTEMPT TO RETAIN INDIAN TERRITORY

Nehru Replies to Letter From Chou

India has rejected
attempts by Ciiioa "to
retain, under cover of
preliminary cease-fire ar-
rangements", physical pos-
session over areas which
China claims and has cap-
tured by the aggression
committed by her since
October, 20.

In a letter today to
the Chinese Primier, Sri
Nehru has pointed out
that the "Hue of actual
control aa of November
7, 1959," to which the
Chinese have offered to
withdraw, cannot be "un-
ilaterally determined by
the Chinese either on the
basis of their alleged claims
or on the basis of the
position reached as a result
of their further aggression."

While asking for
"positive clearificaticus on
this rather confuting and
complicated question of
what you call the line of
actual control " Sri Nehru
has also pointed out to
the Chinese Premier that
India cannot form any

attitude towards the Chi-
nese announcement of a
unilater*: ceasii-fire until
she know* what this 1 line
of actual control'' means,
Sri Nehru has repeated
India's proposal that both
sides i-honld return to the

that "the necessary at-
mosphere for reverting to
peaceful processes may be
created.''

But he has also
suggested a set of five
principles on the basis of
which the dispute may be
peacefully resolved. The
central principle among
them is that "there should
be no attempt to force
any unliteral demand cn
either side on account of
the advances ganed in
the recent clash;'' end
the nest principle is that
if discusiona fail "we can
consider wbatotber agreed
peaceful method'' should
be adopted.

Sri Nehru's letter is
in reply to a letter from

the Chinese Prem -r dated
November 23 in which
Mr. Chou Eo-lai says that
Laving taken "the first
step," that is, "a cease-
fire/1 the Chinese Govern-
ment "is going to take
the second step, that is
withdraual." He expresses
the hope that "the Indian
Government will give a
positive response and make
sfforts in the same direc-
tion."
