SINO-INDIAN TRADE TREATY

again to India for the

on' Tibet. China baa
suggested that the trade
agreement and the border
dispute ''were two sepa-
rate matter! and the trade
agreement should be con-
cluded now." This atand
of the Chineie show
that they are keen on
reviving the existing trade
treaty. Sri Nebru has
made it dear several
times that the existing
treaty cr.nnot be revved
because China- has failed
to. honour the terms of
the old treaty and has
oommited aggression on
Indian territory- It has
to be seen why Chinese
are stressing much for
the revival of the trade
treat?. It is welknown
that China has not been
able to do much in Tibet
and today Chinese rule
over a territory without
its original people.

As far aa the Treaty is
oonoerned, Government of
' India is the best judge and
all the points favourable
or aga out must be con-

sidered before anew treaty

is finally accepted or the
offer rejected

here last night. General
Sbrinagesh, Governor of
Assam, stressed the need
for integrity and charac-
ter in building up leader-
ship. *Men of ability
have sometimes failed but
in the higher and more
fundamental Value men
of character and integrity
never failed.

Emphasizing the value
of tradition, especially the
Army tradition, he said
that tradition would of
course ohange and deve-
lop but the important
' thing was that the oh-nn
of tradition should not
be broken.

Earlier, Mr. E. P.
Avari, President, Rotary
Club, Darjeeling, welcomed
the General ■ and Mrs.
Shrinagesh by offering
them khadas (Tibetan
ceremonial scarves).
