HEROIC ESCAPE
FROM CHINESE

New Delhi, Oct 31
The story of how rifle-
man Tulsi Ram Thapa,
who was oaptured by the
Chinese after their sudden
attack on an Indian pest
in the Paogong lake area
ou October 21, returned
to his unit after two days,
has juat been received
from an Indian Army
observer in Ladakh,

From early morning,
the Chinese attaoked our
post with artillery and
heavy mortars. Failing to
achieve their objective,
the Chinese brought in
tanks and razed the post
to the pound The attack
lasted several hours Rifle-
man Thapa still held his
ground. Left with no
ammunition, Thapa engag-
ed himself in hand-to-hand
fighting but was captured
after he had indicted Borne
further casualties on the
Chinese.

Thapa was di.carmed
and escoitcd by half a
dozen Chinese to their
headquarters. During an
ascent, up a hill, Thapa
managed to escape. Ho
spent part of the night
in the nullah and later
orawled up the hill, spend-
ing the day behind boul-
ders. After two days'
march, without food and
water, he was able to
sight an Indian picket
and ran down the hill
waving both hands.

CURB ON MOVEMENTS OF
W. BENGAL CHINESE

Calcutta, Nov. 1
The West Bengal Go-
vernment has restricted
the movement of all re-
sidents of Chinese origin
under the Foreigners' Act.
Chinese nationals, Indian
nationals of Chinese origin
and Stateless Chinese re-
siding in the State are
not henceforward entitled
to be away from their
residences for more than
24 hours at a stretch or
to permanently ohange
their addresses without
prior permission from the
registration officers con-
cerned. There are, it is
stated, about 12,000 to
15,000 people of Chinese
origin in West Bengal.

NEW RATES FOR WIRES
TO TIBET REGION
New Delhi, Oct. 31
From November 1, rates
for telegrams from India
to telegraph offices in the
Tibet region of China will
b e the §ame as ap-
plicable to telegrams to
China via Peking. Since
the Darjeeling-Lhasa wire-
less liiik is subject to
prolonged interruptions,all
telegrams for the libet
region of China booked
at the enhanced rate from
November 1, will be routed
via Overseas Communica-
tions Service, Peking, with
'foreign' class prefixes even
if originally intended to
be routed via Darjeeling,
in case the Darjeeling-

DEFENCE BONDS
ANNOUNCED

New Delhi, Oot. 31

The Government of
India announced today
the issue of three new
defence bonds as part of
the national effort to raise
resouroes to defend the
country against Chinese
aggression.

The defence bonds are:
(1) a 10-year National
Defence Bond carrying il%
interest will be put on
sale on November 10. The
bonds will be issued in
multiples of Rs. 100. (2)
A 10-year Defence Depo-
sit Certificate will be
issued iu multiple of Rs.
50 carrying an interst of
4}%. The certificates wi!!
be put on sale ou No-
vember 10. The maximum
an individual can invest
in these certificates in
fixed at Rs. 25,000 and
for joint holders Ks. 50,000
(3) A 12-year National De-
fence Certificate oarrying
an interest of 61% will be
put on sale on November
15. The certificates will be
issued in denominations
of Rs. 5, Rs. 10 Ra. 106,
Rs 500, Rs. 1,000, Re.
6000, snd Rs 2-5,000. The,
OHiling for these certifi-
cates has been fixed at
Rs. 25,000 for individual;:
and Rs. 50,000 for joins
holders.
