Attempt to Impose Arbitrary 'Line of Actual Control'

New Delhi, December £6.

In its reply to the
Chinese memorandum of
December 8, the Govern-
ment of India has express
ed regret that the Chinese
authorities "are deliberate-
ly confusing the line cf
actual control*' as on
November 7 1959 with
their so nailed territorial
olaime. particularly in the
western sector.

The reply, which wca
handed oyer to the Chinese
Chariied'Affairs on Decem-
ber 20 and released here
today, says that the Chi-
nese further hold out
threats of counter attack
it this arbitrary line of
actual control is not ac-
cepted by the Government
of India.

"This is clearly in-
consistent with the Chinese
Government's profession
of its desire for disengage-
ment of the forces of the
two sides based cn the
line of actual control prinr
to the invasion so that
the process of peaceful
negotiations of the India

could be reataited," the
reply added.

HANDING OVER OF
P.O.VVS POSTPONED
Tezpur, Dec. 26.
The Chinese have de-
cided to postpone the hand-
ing over of slightly over
1U0 prisoners at Jung till
December 31.

The change in date
has been suggested by
the Chinese Red Cross.
Originaily it was arrenged
to receive the P.O.W.s on
December 28

The previous idea was
that Indian civil admi-
nistration would be able
to move into Towaog by
the end of the year. But
now at least a fortnight's
deiny is anticipated.

cheeks of Dr. Tan Yun
Shan, head of Cheena
Bliavan here, when Mr.

Chinese invasion of India
at the annual convoca-
