In Liverpool the first method has not
been tried—there is no unity among the
existing art bodies. The second method
has not been altogether ignored, but has
not been adopted universally — to the
credit of the artists, 0000
The present position is that the art
management of civic affairs is largely in
the hands of city fathers, appointed not for
artistic knowledge, but because of political
election. However conscientious such
people may be, the situation savours more
of comic opera than of businesslike prac-

The Liverpool University School of
Architecture is world-famous, but some
very bad buildings indeed demonstrate
that this school has little connection with
the force which dominates Liverpool. In
all such cases ignorance does not willingly
submit to knowledge. Should not know-
ledge combine to force itself upon ignor-

MANCHESTER.-Born in Bolton in

1870, Joseph Knight has lived all his
life in Lancashire, and has made his
influence felt both in Manchester and at
Bury School of Art, his present head-
quarters. He has been a keen student of
every branch of art, especially etching, and
in his search for little understood qualities
he has left popularity to take care of itself,
though his work is attracting notice now in
good quarters. Like many another searcher
after beauty he has found the ideals of
China and Japan irresistible, and this
influence is observable in his work to some
extent. Mr. Knight is, and should be, a
leader of feeling in his district and his
personal productions are only a part of his
work for art in Lancashire, though a very
important part. Heis one of those conserva-
tive peoplewho mould themselves and those
around them, without ostentation. Prints of
his are in the hands of Messrs. Colnaghi,
Messrs. Agnewand other authorities. J.W. S.
