Problem Discussed At

Darjeelin

The first meeting of
the Employment Advi-
sory Committee for the
Darjeeling and Siliguri
employment exchanges
was inaugurated hero
on Saturday by the
State Labour Minister-,
Mr. Abdui Sattar.

Speaking about the
unemployment problem in
-the State. Mr. Hattar laid,
that apart from the ques-
tion of looal maladjust-
ments between demand
•nd supply, the real prob-
lem was the wide gap
between job opportunities
•nd the continuous rise
in the labour force. Rut
through the growth of
industries in the publiu
and the private sectors
employments were on the
increase.

Though n» ready-
made solutions were avai-
lable to overoome this
problem, the Five Year
Plans were seeking to
raise the level of employ-
ment and the standard
of living. "Though opi-

nions may differ about
the extent and quality
of achievements, there ii

no denying of the fact
that our national income
is steadily rising and job
opportunities are expand-
ing."

Speaking specifically
about North Bengal, the
Minister laid employment
in the tea industry wai
limited by economic fac-
tors with the industry
olaiming to have reached
the saturation point. Ac-
cumulation of exoess wor-
kers in most of the gar-
dens bad also oreated
difficulties there was also
pressure on agriculture.
But North Bengal's eco-
nomy, he laid, had ample
■oope of expaniion.

He believed the fu-
ture of the tea industry
depended largely on the
growth of other industries
in the area He hoped
that looal capital would
be available for fresh
industrial and commercial
development. He asked
the looal inhabitant! to
exert themselves to reoeive
their due share in the
new opportunities lying
before them.

Mr. Sattar said that
without diversified trai-

ning for suitable vpoa.

ning was possible. The
Government had there-
fore put into operation a
number of sphemes with
a view to oolleoting de.
tailed information rela-
ting to the State's em-
ployment market and pro-
viding vocational guidance
and employment coun-
selling.

During the current
year an employment mar-
ket information unit and
a vocational guidance
unit would be established
in this area.

Referring to the Em-
ployment Exchanges Bill
now before Parliament,
ha said it aimed primarily
at collection of employ-
ment data. In future
notification of vacancies
to the exchanges would
be compulsory for both
the public and the pri.
vate sectors, but not
recruitment through them.
He nsfurtd that the Act

Earlier. Mr. P. C.
Banerjee, _ Deputy Com-
missioner of Darjeeling
and chairman of the
committee, welcoming Mr.
Sattar, said that the com-
mittee's duty would be
to keep a watch on em-
ployment exchanges and
advise the Government
