DARJEEUNG D1ST. DECLARED A "NOTIFIED AREA"

Entry Permits Not Required

New Delhi, April 6

The Union Government
has declared the whole of
Darjeeling district notified
ar«a under the Criminal
Law Amendment Aot 1961.
The order, eame into
effeot on Saturday.

The West Bengal
Government, in a Praia
Note issued on Monday
night, haa olarified that
the order is not intended
to restrict entry into the
area.

The Note stat's that
under the Criminal Law
Amendment Aot, 19<SL
the commission of certain
acts in an area, which
has been declared to be
a notified area, amounts
to offenoe These acts in-
clude the making, publish-
ing and circulating of any
statement, rumour or re-
port, which is, or is likely
10 prove prejudicial to
the interests of the safety
or security of India, or
to the maintenance of
public order or of essential
supplies or services in
that area.

The effeot of the Cen
tral Government's order
declaring Darjeeling dis-
trict to be a notified area,
the Note explains, is to
make the these offenoes
applicable to the whole

of Darjeeling district.
Such notification, however,
has no reference to another
provision of the same Aot,
under which action can
be taken to prohibit entry
into, or stay in, a notified,
area exoept in accordance
with the terms of A per-
mit and subjeot to suoh
exemptions as may be
specified

No suoh action hat
been taken by the Central
Government in relation to
Darjeeling district, so far
as the Criminal Law
Amendment Act is con-
cerned. Therefore, no per-
mits are necessary either
to stay in or enter into
the notified area, the Press
Note concluded.

MORE BHUTAN LEASES TO
EXPLOIT DOLOMITE
Darjeeling, April 6

The Bhutan Govern
. ment haa decided to issue
more leases to exploit
dolomite in Samsing area
near Indo-Bhtitan border,
while the Government itself
is extracting dust coil for
supply to neighbouring tea
gardens in.. Uooars, accord-
ing to a high Bhutanese
official now here ,on hit
way to Bhutan.

The dolomite deposits
in Samsing stretch over
20 miles. A team of
geologists consisting of one
Superintendent and about
a dozen Assistant Geolo-
gists is continuing, survey
work. It is expeclrd after
they submit findings to
the Bhutan Government,
further investigation by
experts from the Indian
Bureau of Mines will
folicw Another team of
expires, who arrived in
Bhutan about three months
ago is now busy investi-
gating water and power
resources on major rivers
in Paro and Thimbu
valleys.

Bhutan's own PWD
under the Chief Engineer,
Mr. Mathur, is already
functioning in Paro, while
a Director of Agriculture
has been appointed. This
department, besides setting
up experimental farms
would tackle agricultural
problems also.
