inwestycją mieszkaniową zrealizowaną z udziałem władz miejskich, stanowiła
widoczny symptom zmian, jakie zaszły na przełomie XIX i XX w. w gdańskiej
polityce gruntowej.

The Struggle with the Housing Crisis in Gdańsk around 1900.

The Urbanisation of Nowe Szkoty (New Scotland) in Gdańsk in the Tight
of the Garden-City Idea

In this article, the author describes a housing situation in Gdańsk in the period of
industrialisation, analysing methods appłied in the housing crises, caused by the rapid
increase of new industrial plants and the resulting population growth that took place
after 1870. In the first part, the author presents a brief description of the activities of
the Abegg Foundation, the initiative of Ferdinand Schichau (the owner of the Schichau
Shipyard in Gdańsk) as well as the accomplishments of several housing associations
which built approximately 500 apartments for factory workers and office workers
in Gdańsk between 1870 and 1914. The author describes the changes in building leg-
islation of Prussia that facilitated the development of cooperative housing initiatives.
The housing crisis at the turn of the 19111 century brought about the debate between
local politicians and social activists, which eventuated in the decision on the urbanisa-
tion of a historically agricultural settlement of Nowe Szkoty (New Scotland), located
2 kilometres north of the historical city centre of Gdańsk. The initial plan was to build
a housing settlement with approx. 1000 apartments for the employees of the imperial
shipyard and other workers from Gdańsk. Ewald Genzmer, one of the authors of this
plan, who himself fancied a picturesąue arrangement of streets and houses accompa-
nied by smali gardens, making comparison between his own vision of the Nowe Szkoty
settlement and the then popular idea of the Garden City, propagated by the works
of Ebenezer Howard. In 1906, thanks to the financial support of the Foreign Affairs
Office of the Reich, 100 hectares of land in Nowe Szkoty was acąuired, where the au-
thorities of a housing association subseąuently built over 50 houses (in the streets
of Modrzewskiego, Klonowicza, Kochanowskiego, Sochaczewska, Żywiecka) between
the years 1870 and 1914. In the course of urban development, a nationwide contest
for a detailed development plan of said plot of land was conducted in 1909. The win-
ning projects, however, remained theoretical concepts only and were never executed.
This article tackles the history of urban development, the architectural analysis of con-
structed buildings, as well as the critiąue of the comparison madę by Ewald Genzmer.
